Creating a Resource Database to book out equipment

Hello, At my company we are able to 'borrow' bikes, surfboards , BBQ's etc :0)

My HR department wish to create a resources booking form, calendar on Lotus, so I thought I could use the R&R template. However users are not allowed or don't seem to have the ability to book out from the application. 

Is it

1) Possible to do this

2) If so can they book multiple resources at the same time, ie a bike, helmet and cycle lock. ( Or do I make these a single resource?)

3) If what I have done is correct, why can't they book?
